Woo-Hoo is just a baby star who is turquoise, so his ability to play peek-a-boo to find things until later on "Star Catcher", Swiper swipes Dora's Star Pocket with Woo-Hoo inside it as Woo-Hoo was founded by the Cloud Prince as Dora needed to beat him in a Star-catching contest as Woo-Hoo also made an appearance in "The Lost City".
