The Ice Witch (Real Name: Jessica Stuart) first appeared in the episode Dora's Ice Skating Spectacular. Where she took everybody's skates away because she only wanted the best skater's on the ice.

Jessica is a young witch with blonde hair tied in a high ponytail. She wears a long sleeve ice blue skating dress with white designs, a dark blue cape, ice blue crown with white snowflakes, dangly earrings and ice blue ice skates.

Jessica is a magical ice witch. At first, she was mean, unkind, selfish, spoiled and rude. She later becomes kind, friendly, polite, gentle and nice.
Trivia[]
- The character was voiced by former Disney Channel actress and MGM movie star Hilary Duff.
- Coincidentally, Duff previously played a witch in her first film role, Casper Meets Wendy, where she was cast as Wendy the Good Little Witch.
- She was the first young witch in the series.
